Tasks and Responsibilities

Task 1. Draft the methodological framework of the Municipal Natural Capital (MNC). The expert will conduct in depth research from external resources to establish the methodological framework of the assignment. Among the key resources to be referred, but not only is the World Bank Report on Wealth of Nations 2018 methodology, the Municipal Natural Asset Initiative (MNAI), Performance Assessment Report in Albania 2018,2019, 2020. Based on the in-depth review, the expert will develop an outline of the methodology which will include the type of data to be collected, the sector to be included from: minerals, energy, forestry, ecosystem, agricultural land, various rents, protected areas which will then guide the work of the environmental and economist expert. The outline will be delivered within 10 days after contract signature.

Task 2. Carry out data collection and analysis process for the MNC. After the methodological framework is agreed with OSCE Project Manager, the national governance expert will meet with relevant stakeholders in consultation with the OSCE Project Manager, to collect the necessary required data, collect preliminary inputs from the Ministry of Interior, Ministry of Economy and Finances and the Agency for the Support of Local Self Governance. This task will be conducted in two weeks’ time after the date of approval of the methodological framework by the Project Manager.

OSCE - Senior environmental expert - Tirana

Tasks and responsibilities:

Task 1: To identify, map and catalogue the municipal natural capital. The expert will develop a cataloguing methodology and will identify the instruments and tools required for the desk research and the collection and mapping of the municipal natural capital. During the assessment, the expert will identify all the relevant sector to be included in the MNC. As part of the methodology, he/she will prepare a semi-structured questionnaire that will be used for interviews with relevant national stakeholders. The meetings with the stakeholders will be organized in consultation with the OSCE Project Manager. This task will be carried in 10 days after the contract signature.

Task 2: Collect relevant statistical data on environment, energy, and mineral resources for the MNC. After the cataloguing process and the identification of sectors to be included in the MNC, the expert will meet with all identified stakeholders (as per Task 1) to collect inputs and statistical data. The data collected will be analyzed for all the sectors identified, such as but not only environment, energy, and mineral resources that will be included in the MNC. This task will be completed until 15 May 2021.

Tasks and Responsibilities

Under the guidance of the overall supervision of the senior expert, the assistant will support the expert in the preparations for the delivery of the online and/or in-person voter education sessions of a duration of three hours each with participants from three locations with large Roma and Egyptian population (Tirana, Durres and Fier) for circa 50 Roma and Egyptian women. The assistant will support the expert prepare the content for the awareness campaign in the social media and other online platforms and will share notifications to encourage the participations in the online sessions. More specifically, the assistant is expected to:

1)    Participate in online calls (within a week from the contracting for this assignment), organized by the Presence’s point of contact to discuss with the expert on the support to be provided and the coordination for the campaign.  2)    Support the preparation for the launching event/kick off meeting followed by the coordination of the online training of the junior assistants and volunteer’s network; 3)    Provide administrative and logistical support to the expert for the implementation of the voter education campaign, the online sessions of the “Election Info days”, the dissemination of the info on ID documents, the Voter list and Voting Center.  4)    Provide administrative and logistical support to the expert for the organization of the in person information sessions  5)    Be willing to be video recorded or recorded as part of the content to raise the awareness of the Roma and Egyptian community and support the expert prepare podcast(s) and videocast.  6)    Support the expert in disseminating the promotional items to the Roma and Egyptian women in three locations while conducting in-person activities, also disseminate online content designated for  social media.  7)    Support the expert to prepare for the wrap up meeting of the project by assisting in the preparation of the presentation of findings and manage the logistical details of the meeting.    Location and equipment

Tasks and Responsibilities

Under the guidance of the overall supervision of the National Electoral Reform Officer, the Roma/Egyptian Election Expert will be responsible for delivering two online and four in person voter education sessions of a duration of three hours each with participants from three locations with large Roma and Egyptian population in Tirana, Durres and Fier for circa 70 Roma and Egyptian participants. The expert shall provide information on the electoral process focusing on the importance to participate in elections, the malpractice of vote-buying and family voting and prepare the material to be delivered in the online sessions including the launching meeting. The expert briefing will include:

• The importance to exercise the right to vote and the principles of the vote; • The necessity documentation to participate in elections, methods to check the names in the Voter List and the Voting Center; • Information on the changes to the Electoral Code regarding preferential voting and other voting procedures; • Information on election related malpractices; • The low voter turnout among Roma and Egyptian youth steps to address the issues; • Recommendations on increasing the participation of the youth in elections and in the political life.

The expert will also facilitate and participate in the production of the one video message, one videocast and two podcasts for dissemination in social media, namely: • Contribute and being recorded on a video message raising awareness of the Roma and Egyptian community on election related issues; • Prepare one videocast as a simulation of the voting process during the E-Day; • Prepare two podcasts on the election-related issues in Albanian and Romani language, potential themes include: voting procedure, vote-buying, family voting, preferential vote, ID documents); • Liaise to disseminate the podcasts and videos in social media and other platforms with wide reach in Roma and Egyptian communities.

Under the direct supervision of the UN Women Albania program manages on National Planning and Budgeting and in close collaboration with the General Directorates of Social Services in the Municipalities of Skrapar, Polican Fushe-Arrez, Rrogozhine, Pogradec, Puke the national consultant is expected to conduct the following:

  • Make use of the current capacity needs assessment report drafted by UN Women in 2020 to develop a capacity building plan for the selected municipalities, in coordination with the contracted GRB and PFM national consultant.
  • Jointly with the GRB and PFM expert and relevant UN Women gender experts  conduct 6 trainings (one per each municipality) on GRB, by contributing to sessions related to gender analysis, gender mainstreaming, and local governance role and competences (trainings will convene specialists of social services, budget planning, budget monitoring and gender equality employees and local coordinators against domestic violence and Gender Equality).
  • In collaboration with the GRB and PFM expert and  relevant UN Women gender experts  conduct training sessions with Municipal Councilors on gender budgeting by contributing to sessions related to gender analysis, gender mainstreaming, and local governance role and competences.
  • Mentor and coach a core team in each of the selected Municipalities, especially budget users, social protection/inclusion staff, and gender equality employees and local coordinators against Domestic Violence to ensure sustainability of GRB application in the MTBP.

The individual consultant will be engaged to conduct a rapid assessment of 6 municipalities (Devoll, Berat, Fier, Lushnje, Peqin and Rrogozhina) which will provide an evidence base for selection of 3 municipalities.

The Integrity Consultant will work under the STAR3 Project Manager's general guidance and in close cooperation with the Project Team. The Integrity Consultant will engage, non-exhaustively, in the following main activities:
