Duties and Responsibilities

Under the supervision of the UN Women's Project Manager on JP EVAW and in cooperation with the Head of Section on Social Inclusion and Gender Equality of the Municipality of Tirana, the consultant will work closely with the Local Coordinator of Domestic Violence (LCDV) of the Municipality and support him/her to perform the following tasks:

  • Coordination of meetings of the Technical Multidisciplinary Team of the Coordinated Referral Mechanism and immediate referral of survivors of violence to specialized services, including legal and psychological counseling, legal aid, housing and others, based on the requirements of specific urgent cases.
  • Liaise with public service providers and civil society organizations, which offer specialized services to ensure survivors of violence are provided with immediate or long-term support, based on approved standards and procedures.
  • Manage cases of domestic violence by: informing the survivors of violence about their rights and the necessary procedure for obtaining protection order/immediate protection order; preparing the individual security plan for each case; accompanying survivors of violence in the Police stations, Court, and other specialized services.
  • Assist the Albanian State Police during the risk assessment process, based on the regulations related to risk assessment needed for issuing the preliminary protection orders.

Scope of the assignment

With the guidance of the Programme Specialist, under the supervision of the Project Manager, and in close cooperation with the second national expert engaged for this assignment, the expert is expected to carry out the tasks described below:

  • Conduct a desk review of all the relevant legal and administrative framework, research and other resources provided by the project team. Propose and agree on the work plan for the implementation of the assignment.

Under the supervision of the UN Women Head of Programme, close consultation with the regional Project Manager and in coordination with INSTAT, the IT National consultant will attend to the following activities:

Activity 1: Assist the IT department at INSTAT to produce additional data disaggregation

  • Construct new syntaxis for computation of additional level of data disaggregation by using available data sources such as national household/population surveys dataset and enterprises surveys in order.
  • assist all directories at INSTAT responsible for national household/population surveys to apply developed syntaxis for analysis and computation of data disaggregation - and to explore the correlation analysis for most relevant gender related indicators.

Activity 2: Computation of new gender indicators

  • Support the IT department of INSTAT for mapping and analysis the available datasets in order to identify required changes or new rules needed to compute new gender related statistics as part of regular tabulation plan for data sources relevant for gender statistics.

Activity 3: Assist IT department for extending the gender indicators in the PC-Axis  

  • Support the changes in interface of existing report on the PC-Axis and uploading new gender related indicators by including new indicators and additional level of disaggregation in the PC – Axis platform used by INSTAT for regular data dissemination.
