Qualifications:
- Minimum 10 years of relevant professional experience in Albania, ideally implementing donor projects focused on democracy and governance, anti-corruption, and/or public/private sector/political parties strengthening;
- Technical background and experience in public administration, law and/or political sciences;
- Demonstrated ability to effectively engage, network and manage activities with multiple stakeholders from both the public and private sectors;
- Proven ability to coordinate and promote synergies to maximize aid effectiveness;
- Demonstrated multi-stakeholder communications skills; excellent inter-personal communication skills.
- Advanced degree in International Studies, Public Administration, Law, Social Sciences or other related field preferred;
- Strong analytical and research abilities; and
- Is an Albanian citizen and resident with English fluency.

CIPE - Local Private Sector Anti-Corruption Specialist - Tirana

Qualifications:
- A Bachelor’s or higher degree in Public Administration, Business Administration, International Development, Law, Public Policy, or related field.
- At least eight years of experience in private sector development and anti-corruption reforms, policy analysis, civic or private sector engagement, public or private sector governance reforms, and/or democracy strengthening.
- Successful track record working with private sector and business support organizations, government officials, and civil society on anti-corruption, citizen engagement and participation, particularly on ethics, integrity, transparency and accountability.
- Experience conducting research, surveys, and focus groups.
- Experience in donor-funded project implementation and coordination is strongly preferred
- Previous experience in project monitoring and evaluation (M&E) preferred
- Experience working both independently and in team-oriented, collaborative environments is required.
- Knowledge of and/or background in understanding economic informality, private sector eGov services, financial sustainability, anti-corruption, and business integrity;
- Established relationships and the ability to establish strong working relationships with key stakeholders in the public and private sectors, media, and civil society in Albania;
- Excellent written and oral communication skills in English and Albanian.

- Relevant education for the task, for example bachelor/master’s degree in international development, social/political science or related fields.
- At least 5 years of combined experience in project management, organizational development and/or monitoring and evaluation.
- Demonstrated ability with data collection and analysis methods.
- Demonstrated ability to draft and lay out quality documents and reports.
- Excellent command of spoken and written English and Albanian.
- Not be bankrupt, be convicted of crime in the profession, not have been guilty of serious professional misconduct nor have tax liabilities. Swedish suppliers shall have a class F tax certificate for contractors.
