 The purpose of this contract is to provide capacity building support for transforming the Water Resources Management Agency (WRMA/AMBU) into a fully functional, effective and efficient institution in fulfilling its legal functions, tasks and responsibilities.
The project is complex in that it covers the entire spectrum of AMBU responsibilities and reaches out in certain cases to the large number of beneficiaries and stakeholders in the water sector. It is also intended that there shall be a good level of flexibility in the implementation and the project shall be able to respond to changed priorities if such occur.

Master degree in water resources management/engineering or related fields.
• Additional post-graduate degree in management with duration of at least one academic year would be considered an advantage.

Professional experience required

• Post-graduate professional experience of at least 20 years working in water resource management, of which 15 years involving institutional capacity building/enhancement for relevant governmental agencies.
• EU member state experience for at least 2 years out of the minimum general professional experience.
• Experience in a management position (Team Leader), leading a team of experts dealing with development of plans/strategies for at least two (2) projects on management of water resources financed from the EU budget or from multilateral IFI loans carried out in the EU, accession or pre-accession countries.
• Experience as an expert responsible for the preparation of policies and legislation in coordination with government agencies, stakeholders, other ministries for national and transboundary water resources management and development of institutional reform strategies.
• Experience in working on at least two plans or strategies for water resources at national level.
• Prior experience from Albania and Western Balkan EU accession countries would be a strong preference.
• Experience in working with water user interactions and establishing water risk management systems is an advantage.
• Experience in integrating cross-cutting aspects (gender, conflict and environment/climate change) in water resources management is an advantage.

The purpose of this Contract is to support the Ministry of Infrastructure and Energy and the AKUM to perform their roles for the planning, management and implementation of water-sector investment responsibilities. This will require a Contractor to provide technical knowledge, experience and hands-on assistance to the staff within the institutions and support their strategic planning activities.
The Contracting Authority will be the Ministry of Infrastructure and Energy of the Republic of Albania represented by the National Agency of Water Supply, Sewerage and Waste Infrastructure.
The TL position is expected to provide technical support on strategic and investment planning, capacity building, team management, quality control of STE results and reporting.

-Master degree in the field of engineering or economics. Additional post-graduate degree in management with duration of at least one academic year would be considered as an advantage.

The role of the Project Coordinator is to work with other members of the MIA team in conceptualising, implementing and reporting on projects in all areas of MIA’s work, with a specific focus on capacity-building, training and networking activities.
Responsibilities include:
  • Coordinating MIA’s environment projects with national and local partner organisations

Director of the Reform Implementation Office (RIO) to support the implementation of the Albanian Energy Sector Reform
The RIO will be an independent unit, consisting of up to 5 members with different functions and be integrated in the Ministry of Infrastructure and Energy which is the process owner for the Energy Sector Reform Agenda.
In this role, you will be responsible for the overall strategic leadership, planning, development, direction, coordination and control of the activities of reform implementation in order to integrate Albania’s electricity market with the wider regional electricity markets and establish a liberalized, transparent and organized electricity market in Albania in conformity with EU regulations and best practices as well as commitments made towards the European Energy Community (EnC).

The following skills and expertise are needed:
  • At least a Master’s Degree in a related field of expertise and at least 15 years of proven professional experience relevant to the execution of the project;
  • At least 10 years of experience in multi-project management;
  • At least 10 years of experience in managing multi-disciplinary teams of experts;
  • Experience linked to the energy markets in EU Member States or other parties of the Energy Community Treaty and knowledge about the Albanian context;
  • Experience in EU accession processes or similar knowledge;
  • Existing network within the Albanian power and/or public sector including relevant political decision-makers;
  • Excellent organization, coordination and communication skills;
  • Fluency in English, preferably also in Albanian.

As part of Education sector portfolio, AADF is currently implementing Clean Score project which aims to a) build a digital testing center solution that helps improve transparency in student evaluation as well as b) improve teaching quality by substituting current local textbooks with international versions.This project is currently implemented in partnership with University of Tirana, University of Durrës, Agricultural University of Tirana,European University of Tirana, Luarasi University, University of Korça, University of Shkodër and University of Gjirokastër. Clean Score is  looking for a project coordinator that will contribute in effectively implementing the components of the project in the university.

 Main responsibilities include, but are not limited to, the following: 
-Preparing test answer sheets for students and continuously collaborating with professors;
 -Answer sheet scanning and scoring,delivery of results to professors and the project assistant; 
-Correctly and efficiently use the dedicated equipment, and software for answer sheet scanning and scoring 
-Maintenance of dedicated equipment; 
-Develop a standard working plan for effective operation of Clean Score Office and report to project assistant, produce analysis and provide recommendations of how to improve them;
 -Coordinate and supervise the book sales process in partner universities; 
-Support AADF Education Sector and Clean Score project with other duties as required; 
-The Office Coordinators will be primarily located at the University of Gjirokastër.Time to time they may be required to travel for trainings, monitoring or promotion activities. 

Required qualifications and competencies:
